In video coding, the authors have proposed several rate control techniques based on a maximization of the spatiotemporal estimated MOS (EMOS). This paper extends the techniques to 2K240P videos, and demonstrates effectiveness of these techniques in 2K240P videos. The experimental results indicate that a frame rate of 240 fps is not always necessary, and that the overall spatio-temporal video quality can be improved by adaptively controlling the frame rate, compared with a fixed-frame-rate approach.
