Abstract
This paper cites the carbon neutralization index, calculates the carbon absorption and carbon emissions of 34 provincial administrative regions in China, ranks the carbon neutralization index of each province and city, comprehensively considers the area and industrial layout of each province and city, selects the six provinces and cities with the lowest index, Shanghai, Tianjin, Shanxi, Shandong, Ningxia, Jiangsu cluster analysis of the region, determines the latitude and longitude coordinate area of establishing ecological reserves, and promotes the process of achieving the carbon neutralization goal in China.
