Abstract
Under the background of "double carbon" development, energy conservation and emission reduction are related to the overall situation of national development, involving all kinds of energy industries and energy-using enterprises, which requires the formulation of systematic energy conservation and emission reduction ideas. This paper constructs an energy emission model based on China CGE (Computeable General Equilibrium) model under the background of "double carbon", and introduces production module, trade module, demand module, income module, energy and environment module, carbon trading module, carbon emission module, government module, social welfare module, carbon tax module and equilibrium constraint module into the model, and makes a simulation analysis. The simulation results show that the energy tax has a very obvious inhibitory effect on China's energy demand. The demand for coal, oil, natural gas and thermal power all decreases with the decrease of emission reduction. After the energy efficiency is increased by 1%, residents' income will rise, GDP will increase by 0.0552%, and the substandard discharge of pollutants will also increase in different degrees. When coal consumption decreases by 5%, GDP, social savings and residents' income decrease the least, and employment decreases by 0.4009%. At this time, carbon emissions decrease the most, by 0.401%, and the carbon emission intensity decreases by 1.1086% accordingly. The conclusion shows that there are always shortcomings in a single energy policy, so the country should systematize the emission reduction policy and construct a low-carbon economic policy system that meets the practical needs.
