Abstract
A variation is considered to the way in which the JPEG standard lossy image compression technique is applied, which allows different DCT block coding characteristics to be chosen for sets of blocks. This allows an appropriate level of fidelity to be achieved in the reconstructed image at particular locations, rather than merely establishing a fidelity bound. Texture information derived from the DCT coefficient values is used to distinguish block classes for which tuned quantization matrices are provided. Effectiveness of the technique is assessed for a set of standard NIH x-ray images.
