Abstract
In recent years, China had made certain achievements in exploring the establishment of a joint prevention and control mechanism for ships’ ballast water. However, the risk prevention and control management system still had several problems, such as imperfect coordination mechanisms, unclear management responsibilities, and insufficient technical foundation guarantees, etc. In this paper, the prevention and control management system for the invasion risk of alien organisms from ship ballast water was studied. Based on analysis of current issues of the current prevention and control management system, a new joint prevention and control mechanism for the invasion risk of alien organisms in the ballast water was established, integrating a collection of laws and regulations, coordination mechanisms, standardized technology, emergency management, and source prevention and control. The integrated risk joint prevention and control system was of great significance for preventing major ecological and environmental risks, which prevent and respond to alien biological invasion in ships ballast water.
