Abstract
In this paper, the cognitive OODA (C-OODA) ring is used to study and establish the emergency distributed command and control (D-C2) mechanism model. Firstly, the characteristics of emergency D-C2 are summarized, including cross domain command, dynamic allocation and combination, and the concurrency and conflict of C2 process. Then the working mechanism of each link of emergency D-C2 is deeply analyzed by using C-OODA loop model and introducing artificial intelligence (AI) technology. Through the exploration of emergency D-C2 mechanism, it is found that COODA ring is feasible to study the concept of emergency D-C2; the C-OODA loop describes the emergency D-C2 process mechanism completely; emergency D-C2 mechanism model can be used to guide C2 activities and system construction and application of future emergency rescue tasks.
