Abstract
Transport is a strategic product of the social economy, and highways must serve social and economic development. In order to build an ‘adaptive’ highway network, this paper constructs a multi-input and multi-output evaluation system. The principal component analysis is used to reduce the multi-dimensional indicators to a few principal components, and the data envelopment analysis (DEA) method is used to construct a comprehensive evaluation model to measure the comprehensive efficiency, technical efficiency, and scale efficiency of the road network. The data on the scale of the highway network in Xinjiang from 2000 to 2022 are selected for the envelope analysis, and it is concluded that the highway network in Xinjiang is in the stage of coordinated development with the society and economy, and most of the time, the highway is moderately ahead of the development of the society and economy.
