Abstract

Quality is a significant factor in the application and sustainable development of Open Online Course Resources. To analyze course quality, 102 courses were randomly selected: 51 from the Open University's OpenLearn (OL) program in the UK and 51 from the National Essential Online Courses (NEOC) program in China. These courses were evaluated by applying the Online Course Perceived Quality Evaluation Model (OCPQEM) in order to compare NEOC and OL in terms of Learning Resources and Learning Processes from the perspective of student users. Suggestions are proposed to improve the learning resources, user interface, learning guides, and user interaction.
