In China, the smart transportation project mode is top-down, dominated by the government, participated by enterprises, and used by the public. The behavior strategy choice of different stakeholders will affect the process and effect of the smart transportation project. This paper takes the stakeholders of intelligent transportation as the research object, analyzes the game under different behavior strategies from the two stages of construction and operation, and finds out the best behavior for all parties of the project, to ensure smooth progress and effect of the intelligent transportation project.
